Police: Pair Gave Child 'Prostitution Advice' in Sex Trafficking Scheme

The two also supplied underage girls with condoms, marijuana and took money from the transactions, according to the St. Charles County Sheriff's Department.

A man and woman were charged Friday with using two 17-year-old girls as prostitutes, including having the girls engage in 10 to 20 sex acts.

Demond L. Day, 33, of the 700 block of Hyde Drive in O’Fallon, was charged in St. Charles County Court with sexual trafficking of a child under age 18. Tiffany Leigh Piper, 21, of the 1400 block of Triangle Drive in St. Peters, was charged as an accessory to the crime.

St. Charles County Sheriff Tom Neer told Patch the two girls who acted as prostitutes both are 17 years old.

"They're underage in regards to the charges (against Day and Piper), but legally they're considered adults," Neer said.

A detective said in a report that Day and Piper supplied the girl with condoms, marijuana and advice on how to engage in prostitution between June 8 and Thursday, June 21.

Neer said the department's Cyber Crimes Unit uncovered the operation.

"There was use of computers to arrange the meetings, and the Cyber Crimes Unit intercepted the arranged meeting times," Neer said.

Sheriff's department detectives arrested the individuals at the at 5555 Veterans Memorial Parkway in . Day and Piper had the girl turn money from those acts over to them, the report states.

Neer said meetings were arranged at different hotels in St. Louis and St. Charles counties.

Sexual trafficking of a child under age 18 carries a sentence of 10 years to life in prison and up to a $250,000 fine.

Why should we be surprised when parents do little to instill values in their children as they grow and develop. It is easier to depend on the school system to raise their kids until the school system and it's teachers try to instill discipline in the young people's lives and then the parents of individuals like these 2 are down at the school threatening legal action because you are violating my children's civil rights. I don't think in fairness we can blame the parents. All we can do is give our children the information & hope for the best. They are people who get to make up their own minds. Our economy makes it difficult to have a stay at home parent, that can parent in an average home. We do our besddt, but having a culture that is so sexualized makes it difficult. It is cool to be "Big Pimpin" in our world today. We sell Pimp halloween costumes, we show this on MTV, We host "The Players Ball" in almost every city in America. If it is not the real ball, night clubs promote this as a yearly event. We look at stripping, & escorting as a valid career choice for those over 18 (really?) We can Order Brides through the mail, Call 1 - 800 - my body is for sale. These messages are from our society, not the parents. You dont hear commercials selling smokes to our kids, but you DO hear them selling womens bodies. This has to change. We need to put the blame where it belongs, and that is on ALL of us. We need to Change & take action, because it is to late to just hope.

I actually know Tiffney Piper. She used to be my best friend growing up... I've known her since I was eight years old. I couldn't believe this story when I read it. I never really thought my once best friend would do this.... What she did was not right, and I'm not saying she shouldn't get punished for her actions.... I hope this was a wake up call for her and she learns her lesson and changes for the better... In her defense, Tiffney had a very very hard life. Her whole life. I'm not going to get into detail, but she has been through more than anyone else I've ever met... I just really hope people do not judge her so terribly, because the truth is, you never know until you're in the other persons shoes. Tiffney has always had a beautiful heart. She has always been a good person inside, she just made poor decisions, but her mistakes don't make her a bad person. I honestly would blame her parents for sure... They really did a toll to her heart and I believe they had most, if not all the impact of why she ended up on the path she choose... It's really sad to me... To see such a beautiful woman, who really could have impacted the world for the good, but she was always guided down the wrong path... No one taught her good from bad, only bad... God bless Tiffney. She will always be in my prayers... I wish for nothing but the best for her.

I would love to blame this on his parents, upbringing and environment, but come on we all have the free will to choose right or wrong!! Times are hard, but never would I think he would compromise his freedom over trying to make a dollar. Come on man!! I wish the best for you, and will keep you in my prayers. Its not right to blame the parents because the children grow up and do what they want to do anyway.No matter what you teach them and they do whats right until they leave your home and out of your sight.Some kids just think they can do things and just get away with it because they came from a good home.But that don't work, you wept what you soul..... and if you do the crime you do the time... it's sad to know that people in this world do things like this to childern or teens. How would you like it if someone did this to your sister,neice, or any of your family members..... come on have a heart.... people.

* Actually the 8/24/04 RSmo: Juvenile Courts, Chapter 211, Sect: 211-021 confuses people about the legal age of majority. The statute refers to the "Adult" age of seventeen in the context of which court the person will have jurisdiction if the teen commits specified criminal offences. Besides the issue of parents being financially and legally responsible for a minor child, the state compulsory education laws must be adhered to. In Missouri the CEL is 16 so, for example, if a 17 years old left home, it is highly unlikely that the authorities would intervene w/o the parents filing a report or the teen coming to the attention of authorities for some reason.

* In Missouri you are classified an adult if you are 17 or older, and a child if you are 16 or under. You can move out in Missouri when you are 17, as long as you can support yourself without depending on someone else for things. Your parents still have full parental control over you until you are 18 however, unless you are emancipated which means they relinquished their parental rights over you.

* The legal age of majority for the state of MO. is 18. Missouri has a law that designates a 17-year old as being an "adult" for adjudication purposes only. Which means a 17-year old is considered an adult when it pertains to certain criminal offences, and therefore can be tried in an adult court. The age cited in the juvenile code does not supersede the established legal age of majority which is indeed, 18-years of age. In MO. as in all states that have enacted laws or participate in AMBER ALERT, law enforcement must take action to find the missing minor as soon as a report is made, there is not a "waiting period." Cases in which the whereabouts of the minor is known are handled differently.

In the State of Missouri you are an adult at 17. You are not longer subject to juvenile laws such as curfew, truancy, or Incorrigibility. Your still in the custody of your parents though. And there is no emancipation in the state of Missouri anymore. It does not matter if the parents or child request it.

* Things have changed in Missouri statutes were revised Aug 28 2004 now an adult is considered someone seventeen years of age or older but you kids need to think on things long and hard before you go moving out because you don't like rules etc. Its a big world out there you my be considered an adult but you still can't enter a contract legally you will find if you need medical attention you still have to call your parents if your still in school you just cant come and go as you want they still contact your parents if you are being abused seek help but if you just are bucking your parents or the system because you think the rules are stupid then your not ready to go BECAUSE for the rest of your life there is rules

In your own words you said she was a prostitute. So you are tring to tell everyone that she was making money off those girls. Your upset that the girls told on her. If you hang out with people like this your going to take the fall with them. She is a big girl and knew the risk she was taking. So for the 95% of us out here we aren't buying it. Everyone reading this should understand that while what Tiffany did was wrong, giving any heed to Amber's comments is a bigger mistake. She is mentally ill and lives off of disability for this. She has her very own criminal record much larger than anyone else in her family and she is also a pathological liar. Her mother never did any type of prostitution or the like. She worked hard all her life for her kids, at regular jobs like the rest of us. Amber is so desperate to justify her own mistakes by blaming everyone else that she cannot refrain from these public embarrassments. I have known her and her family for over 20 yrs and I hope that no one believes this nonsense.

I am pleased to see the aggressive actions being taken by the agencies against this formerly hidden crime and relieved to hear of the success of the rescues! I want severe penalties enforced against both the traffickers AND the men who use these children! It is hard to believe it was circumstantial of revenge over fake nails when it clearly states it was tracked via cyber unit...meaning they found evidence on the Internet and/or computer or digital device. Also having known Tiffany personally as well it is a horrible shame. She had so much potential, beautiful, intelligent, great dresser etc. but amber is also wanted in Lincoln county and is on the journals most wanted page for aiding a sexual offender. Needless to say this family has had a lot of hardships and needs tons of prayers
