Police: Man Charged After Exposing Himself to Teen in Library Parking Lot

Kevin Flatley, 49, of 400 block of Quiet Field Drive in St. Peters, was arrested and charged with second degree sexual misconduct by the St. Charles County Prosecuting Attorney's Office issued on Thursday.

St. Peters Police have made an arrest of a man accused of exposing himself to a teenage girl at the Spencer Road Library on Tuesday afternoon.

Kevin Flatley, 49, of 400 block of Quiet Field Drive in St. Peters, was arrested and charged with second degree sexual misconduct by the St. Charles County Prosecuting Attorney's Office on Thursday following an incident earlier this week. Flatley was taken to St. Charles County Jail where he will be held on a bond of $20,000 with 10 percent not authorized.

Police tracked down Flatley after the St. Peters Criminal Investigations Detectives used various databases to track down the vehicle involved in the incident. Detectives appeared at Flatley's residence at about 12 p.m. and located the vehicle and the suspect.

According to a release from police, Flatley matched the description given to them by the victim in Tuesday's incident. Flatley was found to have a tattoo of an Italian flag—a flag police noted was similar to the Irish flag the victim described. 

Police also said the vehicle had unique characteristics which were verified through the surveillance footage on the Spencer Road Library parking lot.

According to a release from police, a witness reported to the St. Peters Police Department that he saw a completely naked man in his vehicle talking to a teenage girl at the Spencer Road Library. The witness told police the man was inappropriately touching himself. 

The teenage girl did not get in the vehicle and was seen walking away from the area.

The girl later contacted police and said the male suspect approached her as she was walking. The girl told police the man kept asking her if she needed a ride and wondered where she was going. The girl also confirmed to police that man was naked and inappropriately touching himself.
