St. Peters Alderman Gus Elliott Resigns Months After Investigation

Gus Elliott's resignation comes roughly four months after St. Peters Patch first reported that city hired a special prosecutor to investigate a harassment claim made against Elliott by the city’s Director of Community Relations, Lisa Bedian. 

Gus Elliott has resigned as alderman of the city of St. Peters.

Elliott made the announcement via  at Thursday's Board of Aldermen meeting.

That claim alleged Elliott harassed Bedian in February by using Bedian’s name, without her consent, on a Missouri Ethics Commission report filed by Missouri Lieutenant Governor candidate Cynthia Davis.

The ethics report, targeted at St. Peters Ward 3 Alderman Tommy Roberts, was posted on Davis' website as a PDF and the properties of the file listed Bedian as the author. Copies of the report were circulated by CDs around St. Peters and an anonymous emailer named The Masked Avenger also distributed copies of the PDF to several people, including some local media.

 dropped harassment charges against Elliott on April 10, saying it could not be proven, beyond a reasonable doubt, that harassment occurred.

Jeff, does this mean that you support Terri. As a Husband I would find it difficult to begin my support with " beautiful and passionate. ". You'll get me, at 77 years old, to return to the Board Meetings with that kind of talk.

It has been my pleasure to follow with great interest the love and passion and caring that Terri Violet has demonstrated for her City of St. Peters. There are very few city events that she is not attending, participating in or running. She understands the needs of the city and has demonstrated this by running two outstanding campaigns for the position of city alderman. She barely lost her first run for election, and unlike most people who give up she continued to participate in city events. She ran for office the second time, and was very close to winning again. Did she leave in disgust? No, in fact it fired her up more to stay involved. I live in O'Fallon and I know that we would love to have Terri Violet as one of our city council members. This is St. Peters chance to appoint the right person for the right job. Terri is my friend, a strong Christian woman, a wonderful wife, outstanding mother, great grandmother and much more!.... It should and will be Terri Violet for the new St. Peters City Council. TERRI WILL DO THE CITY PROUD!

Well it seems that she may get the job by coming in the back door! BTW, "ALMOST only counts in hand grinades and horse shoes"! There is a reason that both alderman beat Terri in their elections! The residence of the third ward voted that way! Keep trying Terri and maybe no one will run against you in the next election! BTW Jeff, Michelle Steins was a beautiful and passonate woman as well! We also thought that she was a caring and honest woman too! OOPs that will teach me not to vote for beauty and passion! :)

I would like to clarify that when I was referring to "passionate" I was referring to Terri's fervent love for the City of St. Peters and her residents. Terri has a national presence with her work in the American Red Cross. Citizens that she has served including our City and County residents and veterans who have actually got to know her can vouch for her character. I really appreciate the citizens that do not hide behind anonymous names on blogs and internet newsfeeds. I have noticed during the elections that those who use their real name have a sense of integrity.

This is crazy. What did Gus do? The "author" field in the properties of the file pointed at Bedian? That means Gus got a copy of the file from her PC (she might have e-mailed it to him), or he typed it out on her PC, or he snagged a copy of the PDF writer from her and registered it using her name. I don't think it's possible to change the Author in the properties of a PDF file. If it is, I'm shocked to learn this amounts to "harassment". Gus resigned over a non-issue. Most frustrating for me, is Gus was one of the few Consitutional Conservatives involved in St. Peters city government. The rest are all nanny-staters who want to tell everyone how to live their lives.

LOL @ Fred Jeff should probably not run his wife's campaign, "...by passionate, I really meant..." You can only keep shoving your foot in further, Jeff. Once you start catching yourself in double-entendres, it never ends. Just say what you mean and stick to it. You should consider taking Fred's larger point. Backtracking makes you sound wishy-washy and silly.

St. Peters lost a stalwart defender of Capitalism and personal freedom in Gus. I'm extremely disappointed that he dropped out over such a silly non-issue.

I have known Terri Violet for about 6 years. She has been an outstanding volunteer with the Red Cross, with her neighborhood watch program and with the Veterans Memorial Commision here in St. Peters. She is a U.S. Navy Veteran and a loyal American. Terri is committed to helping the citizens of Ward 3 and all the citizens of St. Peters. She will be an outstanding Alderman and a valuable asset to our city.

All I hear is noise from some of you. People don't have any right to criticize when day to day you sit at your computer and tv and complain and pass judgments on events when in all actualty they could be changed by YOU. Have you stepped up for your city? Day to day are you volunteering your time?

We already have more than enough zealots at city hall with a "...passion for the city". What we really need is someone who has a passion for the residents. Terri seems to be nothing more than just another yes-man who will do or say whatever it takes to get a "government job". All of her campaign literature touted her as a fiscal conservative concerned with lowering our taxes. When Pagano decided to again raise sales taxes right after the election, but she was one of the first to "volunteer" to spearhead that campaign. Maybe the residents of ward 3 have seen through this facade and it's one of the reasons she was twice defeated, most recently by a convicted felon. Perhaps Jim could have her apppointed to the O'Fallon board and she could start raising their taxes so all of our St. Peters businesses will quit deserting to us to move west to "greener pastures".

In St. Peters, you"re only allowed to "step up" or stand up if you agree with the city's position, otherwise you will be persecuted (prosecuted) by this city government. The city will spend as much money and take whatever actions it deems necessary to stifle any oposing voice. Gus is a classic example of this unspoken policy.

Michelle I appreciate your sincerity. The mayor is within his authority and the law to appoint a vacated position. Thousands of voters voted for Mayor Pagano. Those voters trust his judgment of whomever he decides to appoint when it is required. It is time Ward 3 has a second Alderman that will uphold the law and represent Ward 3. I wish voters would actually access the police report (Incident Number: 2012000003605) and see what Gus Elliott did. This is anything but a "witchhunt." Per the police report: on Veteran's Day of last year (11/11/11) Terri Violet, other Aldermen and Mayor Pagano were HONORING our veterans. (Many veterans stood up for Gus at the polls on election day 2011.) Where was Gus Elliott on 11/11/11? Gus was at his home producing a CD and fraudulently putting a city employees name on the file trying to set her up "for a tee hee" in his words! This CD almost got this employee fired! He at first lied to the police. The police report is available to the public through a sunshine request PLEASE read it before you make a judgment. Gus' seat has been vacant since he was confronted about this matter. There is a lot of emotional reactions to the word of this appointment with people not taking the time to look at the facts. The root cause of this "negative" publicity is out of emotion and not facts. Bottom Line: Can the mayor appoint? Yes Is Terri qualified? Yes Will Terri run in the next municipal election? Yes Will voters get to decide? Yes

Once again, even though my mailing address is St. Peters (63376) I live in the City of O'Fallon and have lived in the same home for 26 years....I love this part of St. Charles County!. I am active in my city in several different areas and proud to live in O'Fallon. Just as Michelle Walker does not know Terri Violet, I do not know Michelle Walker. I would love to be sitting over a cup of coffee with Michelle right now to tell her of the Terri Violet that I know and why she is right for this position as an alderman with the city. I am confused as to why she would start a petition to change what the Mayor and the Aldermen are legally allowed to do. Michelle, I am a sincere and caring person and I believe that Terri Violet is clearly the one and only person ready to hit the ground running in this position. But Jim did you change her mind? You failed to add the out come in your comments. The fact remains that the voters have rejected Violet in two consecutive elections. Clearly they do not want her as a 3rd ward Aldermen/Alderwomen(?)! Pagano has got to see this and respect it! Find someone else to fill Gus's office. BTW, why is her husband campaigning for her on this thread? Where is she? Is Jeff going to be telling her how she should be doing her job if she should get the position. This is a sign of a weak woman that has to have her husband step in and fight her battles for her! Jeff is only hurting Terri's chances of being appointed or even eventually getting elected as the 3rd ward Aldermen!

We need a strong person who can stand on their own two feet not someone who has to depend on their husband to do battle for them. Gus is out but two wrongs will not make a right. What I find so vexing is why, if someone is so passionate about their views to openly voice them in this forum, would he or she hide behind the anonymity of a fictitious name? Similar to when you see a criminal in front of news cameras on tv. Why do they hide their faces? It sure didn't stop them prior to committing the crime. It's all too easy for people to anonymously voice their opinions and challenge one another while hiding like a coward behind a computer screen. If you feel that strongly about your views, make them known. As an American, it is our constitutional right to freedom of speech without fear of prosecution. It's all to easy to thrust a comment against another in a forum such as this. It takes a real man to actually step forward and debate his point of view with another as a civilized citizen. One must use intelligence, logic, and reason.

Remeber that the 3rd ward residents are watching very closely to both candidates in this election given the past scandals it has suffered! Michelle Stiens & Gus Elliot are still fresh in our memories! Violet, as you know, has the advantage with the questionable legality of her appointment to the board! Yes it is a digital age we live in but do not give the opposition anything to use against you, no matter how in significant it may seem! Violet is a two time looser and there is a reason for that.
