St. Peters Board Votes to Maintain Tax Rate

Aldermen unanimously votes to keep tax rate steady for 2011.

The tax rate for 2011 will remain unchanged in the .

The tax rates are set based on the latest information from the St. Charles County Registrar’s and Assessor’s Office and the Missouri State Auditor’s Office. The tax rates are calculated to produce substantially the same revenues. Each tax rate is determined by dividing the amount of revenue required by the current assessed valuation.  The result is multiplied by 100 so the tax rate will be expressed in cents per $100 valuation.

By a unanimous 7-0 vote, Ward 4 Alderman Don Aytes was on vacation, the Board agreed to pass the proposed rate of $0.77 per $100. The new rate for 2011 is the same as the rate for 2010.

The tax rate will be divided between the general fund and debt service fund. The city agreed to lower the general fund contribution to to $0.5759 while raising the debt service to $0.1941.

PUD Agreement Approved

 After a spirited debate, the Board approved a PUD Agreement with Bridgewater Communities, Inc. for development of Green Forest Village with a 5-2 vote.

The agreement called for the owner of the properties to be allowed to sell a house on the property. The original agreement for the Villiage said the house would be used a community center for the residents. The owner of the property said the house is old and in need of repair.

Originally plans called for the 28 residents in the Villiage to split the costs of the repairs. However, the owner said the repairs were simply too much. The new plans calls for the owner to sell the propert to a relative who will fix up the house with his own money. 

Alderman Dave Thomas, Ward 1, voted against the PUD. He said that changing the agreement was unfair to those who had signed up to live in the Villiage with the understanding the house would be a sort of clubhouse. Thomas said he was against changing things up on residents. 

Ward 4 Alderman Patrick Barclay said the city needs to help get the property developed.

"We're on the third owner," Barclay said. "We gotta get it developed."

Alderman Jerry Hollingsworth, Ward 2, agreed. He said that in these tough economic times, the city has to make some tough decisions. He said that other communities have changed agreements around in order to make things work. 

Thomas and fellow Ward 1 Alderman Rocky Reitmeyer voted against the ordinance. 

Other Notes

  • All other ordinances passed unanimously. Ordinance No. 5661, which authorized the City Administrator of the City of St. Peters, Missouri to execute a contract change order with M & H Concrete Contractors, Incorporated for concrete street slab replacement, passed 6-0. Hollingsworth abstained because he does business with M & H Concrete.
  • The Board approved the annexation of 286 Highway C into the city of St. Peters.
  • Three roads received modified names. A portion of Highway C is now Main Street. A portion of Salt River Road changes to to Brown Road.  The Board also voted to make the street name “Salt River Road”  for the road extending between Highway 370 and Highway 79 
  • The next Board of Aldermen meeting will take place on Oct. 13.
