Howell Board to Re-Open Tax Rate Discussion

Francis Howell Board of Education calls special meeting to discuss tax rate passed on Sept. 15.

Following the Sept. 15, Francis Howell Board of Education meeting the Board wasn't scheduled to meet again until Oct. 20. That is no longer the case. At 7 p.m. tonight, Sept. 28, the Board will convene for a special meeting at the District Administration building. The agenda for the meeting is short—just one item long. The only topic of discussion will be the 2011 tax rate. The agenda for Wednesday's meeting includes four possible tax rates for discussions. The high end is $5.1852 and the low end is $5.0052. The other two options are $5.1352 and $5.0852.  At the Sept. 15, meeting, the Board approved a tax rate of by a 4-3 vote to raise the rate to $5.1852—up from the 2010 rate of $5.0008. Francis Howell Board Gets First Look At 2012-13 Calendar

Board also approved mass messaging system at Thursday's meeting.

The first day of school for Francis Howell students could once again be Aug. 8. For the first time, members of the Francis Howell Board of Education and the public got a look at the proposed calendar for the 2012-13 school year during the Sept. 15 meeting. The first draft has Francis Howell students back in the classrooms on Aug. 8, 2012.  Chief Human Resources Officer Dr. Steven Griggs was the chief builder of the calendar. Griggs sought feedback from teachers before setting things up. After teacher's expressed concern with a Monday start for school, the District's plans have students coming back on a Wednesday. Francis Howell Calls A Special Meeting to Reconsider Tax Rate

Board of Education will meet at 7 p.m. on Wednesday, Sept. 28.

Less than a week after approving a new tax rate, the Francis Howell Board of Education will reconvene for a special meeting next week.  The Board has called a special meeting set for Wednesday, Sept. 28, 2011. The agenda for the meeting will be dedicated to reconsidering the tax rate. At the Thursday, Sept. 15, meeting, the Board approved a tax rate of by a 4-3 vote to raise the rate to $5.1852—up from the 2010 rate of $5.0008. Board Director Mark Lafata, Treasurer Mike Hoehn and President Mike Sommer voted no on the rate. During the meeting, Hoehn proposed a tax rate of $5.1352—a nickel less than the one recommended by Chief Financial Officer Kevin Supple. Francis Howell School Board Continues Tax Rate Discussion on Thursday

The Board of Education will meet at 7 p.m. at the District administration building.

The tax rate for fiscal year 2012 will once again be discussed at Thursday's Board of Education meeting.  The Board and administration have spent the past two meetings discussing what the potential tax rate would be. At Thursday's meeting, District Chief Financial Officer Kevin Supple will present a concrete plan that would keep the District revenue neutral. Supple's presentation calls for a rate of $5.185, which would be an increase from the 2010 rate of $5.0008. Supple's proposal paints the picture that a rate increase is needed to pump more money into the schools. Property taxes declined by nine percent in 2009 and another three percent. When the 2012-2013 calendar is read, please consider that school does not begin until the middle of August, thus subbing to obtain RDIP days is almost impossible to obtain when so many people are scrambling to find days to meet their obligation days. Soil Issue Will Delay Construction of Francis Howell Gym

Board of Education approves funding to remove bad soil from under proposed gymnasium.

Tests on the soil at Francis Howell High School revealed a problem. Before the base for the new gymnasium can be put down, soil tests were ordered to make sure the ground could support the building. The results came in and the soil was found to be unsuitable. Thursday night, the Francis Howell Board of Education, by a 6-1 vote, approved funding to remove the bad soil and fix the issue so construction can continue on the gymnasium project. Board member Mark Lafata was the lone vote against the construction change order. Lafata first disagreed with the administration calling the issue a change order. Castlio Funding Approved, New Policies Rejected in First Meeting of 2011-12 School Year

Clocking in at nearly four hours, the Francis Howell Board of Education approved several things in the first meeting of the new school year.

Back on the scene for the first time in more than a month, the Francis Howell Board of Education kicked off the 2011-12 school year with a meeting that clocked in at almost four hours. Much of the meeting was spent debating a if the Board should award a contract for construction to Castlio Elementary to Demien Construction. Continuing his crusade against what he considers unnecessary spending, Board Member Mark Lafata objected to the plans to build 10 new classrooms at the school. Lafta said that with enrollment not on the rise—there was a disagreement whether or not it was declining, but the Board settled on calling the attendance flat—extra classrooms may fall into the category of a want for the District as opposed to a need.
