A desire to get a longer-lasting steal body has St. Peters lawmakers considering purchasing a new trash truck that is $4,868 over budget.
St. Peters knows what it wants from its trash trucks: Thick steel. Bids went out in January to replace a 13-year-old truck and the city received seven different bids from five vendors. Health and Environmental Services Manager Dave Kuppler requested the board approve Armor Equipment's $244,868 bid—a bid he called the the lowest qualifiying bid even though it was $4,868 over budget. Alderman Jerry Hollingsworth, Ward 2, asked Kuppler why he wasn't recommending an alternate bid from Downing Sales and Services, Inc. that came in under budget at $235,250. The board agreed to approve a one-year extension for the completion of improvement projects at the Mid Rivers Plaza.
A Suemandy Community Improvement District (CID) was back in front of the St. Peters Board of Aldermen asking for another extension. G.J. Grewe, Inc., the owners of the Mid Rivers Plaza shopping center that includes Big Lots and Toys "R" Us, received approval for CID in November 2008. The original CID required the improvements to be finished by Dec. 1, 2011, but that didn't happen. The owners asked for an extension in September 2011 and were given until December 2013 to finish the project. On Thursday at the board work session, the Suemandy CID asked for more time to complete the projects. Since the improvements started, G.J. With the 8-0 approval the St. Peters convenience store can begin rebuilding.
The Circle K rebuild can begin. Following January's fire, the convenience store at Spencer and Mexico Road was required to apply for a special use permit in order to rebuild. Enough damage was done by the blaze—estimated at $700,000—the city decided Circle K needed to undergo the procedure of a new business. With city code changing since the building originally opened, St. Peters decided Circle K needed to adhere to the new standards before it could re-open. After gaining approval from the Planning and Zoning Commission, all that was left to do was gain the approval of the Board of Aldermen. Terri Violet was sworn in to serve on the St. Peters Board of Aldermen following her win in the April 2 election.
If she keeps her current pace, Terri Violet will soon have the oath of office memorized. Violet, Ward 3, was sworn on Thursday night to retain her seat on the Board of Aldermen following her win in the April 2 election. It was the second time in nearly seven months Violet has taken the oath—two more times than any other board member during that time span. Despite the relative closeness of the two oaths, Violet said both are special to her. "I'm honored to do both," Violet said. "It was an honor originally to be chosen out the thousands of residents in Ward 3—that says a lot. ... To be chosen by the people, it shows the residents think Mayor [Len] Pagano made a good choice." Following January's fire the gas station applied for a special use permit needed to re-open. The Board of Aldermen will vote on the permit during Thursday's meeting.
All that stands between a new roof for Circle K is the St. Peters Board of Aldermen. The convenience store at the intersection of Spencer Road and Mexico Road has just one more hurdle to clear before it can rebuild following January's fire. Circle K sustained such significant damage in the blaze that the city required the store to apply for a special use permit and meet zoning standards that were put in place after the store originally opened. So far the path toward re-opening has gone smoothly. The lone hiccup in the process has been a question about a white wall during the April 3 meeting of the Planning and Zoning Commission. The St. Peters Board of Aldermen selected Patrick Barclay, Ward 4, as the new president during Thursday's meeting.
The St. Peters Board of Aldermen will have a new president until next April. Patrick Barclay, Ward 4, was chosen by the board to replace Rocky Reitmeyer, Ward 1, in the annual changing of the guard. Barclay has served as the president of the board just once, in 2009, during his time as an alderman. He was first elected to the board in 2002 Barclay has yet to miss a meeting—236 straight and counting. The board also made two other adjustments to commissions. Judy Bateman, Ward 2, takes the place of her Ward 2 partner, Jerry Hollingsworth, on the Planning and Zoning Commission. Following the April 2 election, the St. Peters Board of Aldermen will undergo some changes during Thursday's meeting. Even though Terri Violet retained her Ward 3 seat and none of the faces on the dais will change, the board will undergo its annual role changes as it begins a new year. This time around, the board will elect a new president and fill two committees. Most committees have two-year terms and won't expire until 2014, however, the Outpatient Surgical Treatment Center Medical Review Board and Planning and Zoning Commission will need new representation. St. Peters may soon begin ticketing vehicle owners caught running a red light even if they aren't behind the wheel. During Thursday's meeting of the Board of Aldermen the board will be to change a red-light camera ordinance. The change would ticket the registered owner of the car that runs the red light instead of just the person behind the wheel. According to the Suburban Jornals, the proposed change came after St. Peters Police officials asked City Attorney Randy Weber to recommend changes. St. Peters police Major Jeff Finkelstein told the Journals the department asked the city attorney to look for changes because police found it hard to enforce the current law. With a 5-3 vote the St. Peters Board of Aldermen approved a tattoo shop in the Dollar Tree Plaza.
The second time was the charm for Pandora Ink. After a contentious round of public comments with those in favor and those opposed trying sway the board, the St. Peters Board of Aldermen approved the tattoo establishment with a 5-3 vote. The board voted to amend a P.E.U. Development Agreement to allow the shop to open its doors in the Dollar Tree Plaza near Grand Teton and Mexico Road. Thursday's vote comes just six months after Pandora Ink was denied a chance to to open a shop at the same location. At the Aug. 23, 2012, the amendment failed to get the five votes needed for approval. Raising fees will add $25,000 to the annual budget for capital improvements.
St. Peters may increase fees for the St. Peters Golf Course by $1 for golfers on weekday and weekend nine holes and 18 holes walking or riding. The 18-hole, 70-acre city-owned golf course is located at 200 Salt Lick Road, on the east side of Salt Lick. The fee increases are expected to raise an additional $25,000 a year for capital improvements and to cover shortfalls, said Jeff Hutsler, manager of Parks and Recreation for St. Charles. The Board of Aldermen will discuss the proposed rate changes at the Feb. 28 Board of Aldermen work session. I believe that there are Four Alderman that will Vote Yes, to purchase a $5,000.00 over priced Truck ( I know what they meant by " over Budget " that is just their way of saying " over priced ".
