School board approve a proposal to fund the drug-education program for fifth grade students.
DARE education for fifth grade students in the Fort Zumwalt school district will continue after a funding approval granted by the school board. During Monday's May meeting, the Board agreed to a proposal provided by superintendent Dr. Bernard DuBray to fund officers who help provide the drug-free education to students. O'Fallon police had requested funding help for the officers and, without the money, may not be able to continue the program. Stressing the importance of the program, DuBray said it was vital for the district to fund the officers and keep students educated about the dangers of drugs. The Francis Howell Board of Education will look at an early budget for next year, and projections for years to come at Thursday's meeting.
A budget workshop is on the agenda for Thursday night's Francis Howell Board of Education meeting. With the school year winding down, attention is already being focused on the next year. Because of the shift in focus, Howell Chief Financial Officer Kevin Supple will lead a workshop on that state of the Francis Howell budget. Supple's presentation, posted on the Board Docs portion of the Francis Howell website, will be broken down into three sections. A look back at the current financial situation, a look at the upcoming budget and a preview of what to expect down the road. The Board of Education discussed a plan to meet once a month as opposed to the current plan of two meetings a month.
The Francis Howell Board of Education could be having fewer meetings in the next school year. Citing a need to ease the workload of the administration and staff, a proposal was presented during Thursday's meeting that would cut the amount of meetings during the next school year in half. Instead of meeting twice a month, the revised schedule would have the Board meet just once a month. Superintendent Pam Sloan said the administration is constantly working to prep for Board meetings. Once a meeting ends on Thursday, the next day work begins for the next meeting. Sloan said that a lot of regular agenda items like financial reports can easily be moved to a once-a-month schedule. Following the election earlier in April, the Board swore in Barbara Story and Mike MacCormack for new three terms.
Even with the Municipal Election in early April and Board elections on Monday, the Fort Zumwalt Board of Education remains unchanged. The Board certified the results of the Municipal Election during Monday's April meeting. In doing so, the Board welcomed back Barbara Story and Mike MacCormack for another term after their election victories. The duo beat out two other candidates, Jim Pepper and Mike Swaringim, to remain on the Board. Story and MacCormack will be serving three-year terms after a recent change allowed Zumwalt to keep the three-year terms and not enact a six-year limit. Board votes 6-1 in favor of not changing the ID enforcement policy immediately.
ID badge requirements for Fort Zumwalt students won't be changing this year. Board member Laure Schmidt was the lone vote in favor of the change. At the November meeting of the Board, Schmidt spoke out in support of an immediate change to the District policy. "All this time is being spent checking ID badges, and it has nothing to do with education," she said at the meeting. Tuesday night, Schmidt didn't change her tune. The current policy requires all students to display the ID badges at all times, but compliance has been an issue. When the policy came up in November, the Board heard from the five high school principals about the challenges of enforcing the rule. Discipline because of ID violations are on the rise. The Francis Howell School Board approved a revised budget for the 2011-12 school year on Thursday. This revised budget reflects changes in the amount of money the district will receive from state and federal sources, as well as some changes in spending. The district will receive nearly $1 million less from the state and about $200,000 less from the federal sources than anticipated when the budget was first approved. Local and county tax revenue is higher than expected, however, so the total revenues for the general and special funds are expected to decrease by just $65,000 to $168 milllion. Board of Education changes its mind and votes for a lower tax rate than the one approved two weeks ago during a special meeting Wednesday.
The tax rate for the Francis Howell Board of Education is changing. Again. Nearly two weeks after the Board of Education approved the new rate that would impact fiscal year 2012, a special meeting was called for Wednesday night to reconsider the rate. By a 4-3 vote, the Board voted to amend the previously-approved tax rate and approve a new rate of $5.1352. Johnson brought the motion for the amendment forward to change the rate and received a second from Hoehn. Board members Cynthia Bice, Amy McEvoy, Marty Hoditis opposed the new lower rate. Francis Howell Board of Education calls special meeting to discuss tax rate passed on Sept. 15.
Following the Sept. 15, Francis Howell Board of Education meeting the Board wasn't scheduled to meet again until Oct. 20. That is no longer the case. At 7 p.m. tonight, Sept. 28, the Board will convene for a special meeting at the District Administration building. The agenda for the meeting is short—just one item long. The only topic of discussion will be the 2011 tax rate. The agenda for Wednesday's meeting includes four possible tax rates for discussions. The high end is $5.1852 and the low end is $5.0052. The first day of school for Francis Howell students could once again be Aug. 8. For the first time, members of the Francis Howell Board of Education and the public got a look at the proposed calendar for the 2012-13 school year during the Sept. 15 meeting. The first draft has Francis Howell students back in the classrooms on Aug. 8, 2012. Chief Human Resources Officer Dr. Steven Griggs was the chief builder of the calendar. Griggs sought feedback from teachers before setting things up. After teacher's expressed concern with a Monday start for school, the District's plans have students coming back on a Wednesday.
