Urban Chickens Not Welcome In St. Peters

Board of Aldermen votes 7-1 to deny a city code change that would have allowed chickens to be raised within city limits.

Nick Anderson won’t be able to raise chickens in his backyard. Anderson, a 13-year-old St. Peters resident, saw his five-month quest to change city code so he could raise chickens in his backyard end Thursday night at the St. Peters Board of Aldermen meeting. Following the advice of the Planning and Zoning Commission, the Board denied the city code change bill with a 7-1 vote. Alderman Gus Elliott, Ward 3, was the lone supporter of the urban chicken ordinance. “I’m sad, disappointed,” Anderson said. Supporters and opponents came out to speak at the meeting after weeks of buildup to the vote. The Board heard 11 public comments that were pretty evenly split. Chickens on the Plate for Board of Aldermen

St. Peters Board of Aldermen set to decide fate of urban chickens at Thursday's meeting.

St. Peters residents will find out Thursday if chickens can be raised in the city. After many weeks of debate, the Board of Aldermen will vote tonight on Bill No. 11-62. The bill would allow residents of the city to raise up to four hens within city limits. The so-called urban chickens would be restricted to a regulated coop and would fall under strict rules. Citizens wanting chickens would have to apply for a yearly permit and be inspected by the health department before owning any chickens. The chicken plan has been discussed for months, first at the joint session meeting in February. The board debated the issue in March and the Planning and Zoning Commission recommend a denial of the issue. The final vote comes tonight. The agenda for …

Best Laid Plans: Aldermen Might Flock to Support Urban Chickens

The Planning and Zoning Commission balked at allowing city residents to raise chickens, but several aldermen sounded off to support the issue.

A new Chic-fil-A opened in St. Peters Thursday, but even the celebrated franchise was second in the pecking order to the city’s urban chicken discussion during the Board of Aldermen work session. During the April 8 Planning and Zoning meeting, 13-year-old Nick Anderson asked to be allowed to raise hens as part of a 4-H project after he worked to hatch eggs as part of a home-school project. The Planning and Zoning Commission voted 8-2 to recommend denial of the request. But the Board of Aldermen can override the recommendation with a simple majority vote, and several aldermen said they support the change. Chickens Denied: Planning and Zoning Commissions Says No to Urban Chickens

Planning and Zoning Commission votes to deny request to change city code to allow chickens within city limits.

Chicken ownership in St. Peters is not looking likely after Wednesday’s Planning and Zoning Commission meeting. A change in the city code was proposed that would allow so-called urban chickens to live within city limits. Led by Aldermanic representative Patrick Barclay, the Planning and Zoning Commission voted to recommend to the Board of Aldermen a denial of the code change, keeping St. Peters chicken free. The denial will be submitted to the Board of Aldermen, who will then vote on the ordinance at the April 28 meeting. Barclay said he has heard from too many residents and too many homeowners associations to support the code change. “Almost every homeowners association has it in their covenant to not allow farm animals,” he said. “It’s …

While I'm not a resident of St. Peters, this issue was discussed and regulated in my area, the City of Chesterfield. Rather than ban the raising of small numbers of chickens, cities should allow the animals with the requirement that owners maintain the coops in a proper manner. Board of Aldermen Vote Through Ordinances With No Objections

Nine items on the agenda all passed by 8-0 vote.

The dais at the Justice Center may have a new look at the next Board of Aldermen meeting with the upcoming election, but Thursday's meeting still had the familiar faces—and familiar results. For potentially the last time with four aldermanic spots up for grabs at the April 5 General Election, the current members of the St. Peters governing body met at the Justice Center. The members made the meeting count, passing nine new ordinances on the night, upping the total to 50 for the year. As Mayor Len Pagano joked at the end of the meeting, the City of St. Peters has passed more new business in three months than that state of Missouri will probably do all year long. Fair Or Fowl: Board of Aldermen Debate Chickens

Board will vote on chicken ordinance at next meeting.

Chickens will soon find out if they are welcome in St. Peters, but if Thursday’s Board of Aldermen meeting is any indicting the feathered birds may be out of luck. In late 2010, a resident requested permission to build a chicken coop in his backyard for a 4-H project. The city of St. Peters researched the idea and first proposed allowing chickens inside city limits during a February joint session meeting. Thursday night during the Board’s work session, the Aldermen discussed the issue for the first time. Cathy Pratt, St. Peters’ manager for engineering and development services, presented a draft ordinance that would allow up to four chickens to be allowed in residential areas with a variety of restrictions. Chicken Discussion Highlights Bi-Annual Meeting

St. Peters Board of Aldermen, Board of Adjustment and Planning and Zoning Commission met on Monday night to talk ethics, policy and chickens.

The Board of Aldermen, Board of Adjustment and the Planning and Zoning Commission gathered in City Hall for a meeting Monday night. Seated in a conference room at the newly renovated St. Peters Cultural Arts Centre, the trio of St. Peters government entities met for their bi-annual meeting. Feasting on sandwiches from Jimmy John’s, the three groups listened to a presentation on ethics and conflict of interests, heard about chickens (yes, chickens), and went over proposed zoning changes. The meeting kicked off with a presentation by John A. Young of Hazelwood and Weber LLC. Young informed the crowd about things they can and cannot do as members of government.
